He meant that if the people in a society stop caring about further improving it (apathy) and allow bad things to happen without trying to stop it (tolerance) then the society will reach its downfall.

the recognition of tolerence, as in, we should be tolerent without realising it, to recognise tolerence means that there is an absence of it.
I would guess he would identify those being the last things prior to the killing of each other in that society. When they are gone, the heads will roll and blood will fill the streets.
You know this is a false quote by Aristotle.
The "tolerance is the last virtue of a depraved society" version seems to be attributed to the modern evangelical minister D James Kennedy.
